The 1938 competition was won by LAC T. W. Gregory who had previously won the medal in 1935 as a member of the Regular Army.

He was, however, ineligible to win the medal as he was a member of the RCAF. He later went on the win the RCAF medal in 1955.

He is the only person to have won Queen's medals in two different services.
